This basically means is that someone who is oblivious to their surroundings is not in a safe condition.
This can relate to immediate surroundings such as shopping or driving. And this can also relate to permanent surroundings such as your local neighborhood, community, and household and work place.
Things are happening all over the place, but it gets simple to focus on ourselves and ignore everything and everyone around us. Being ignorant about the reality of our surroundings isn't good for us and it isn't good towards what or WHO we are ignoring.
